Preconditions:
Set the network.trr.display_fallback_warning - TRUE
Steps to reproduce
- Select Increased protection from DOH settings and check the Warning page checkbox.
- Add a Custom URL for the Providers.
- Reach Bla.Test in a new Tab.
Expected result
- The "Nightly wasn’t able to connect to ." error message should show the Custom URL instead of the .
Actual result
- The Custom URL is missing from the Warning page.

We will probably not be shipping fallback warning.
I'll file a separate bug for mode3 failure to parse the URL.
